Studies to subsidize the deployment of rest areas in the Federal Highway Network
Law no. 12,619 / 2012 and its substitute, Law no. 13.103 / 2015, established time limits at the wheel and rest for drivers of passenger and cargo vehicles, explaining the need for short and long stops. However, one of the problems highlighted by both drivers and transportation companies is that Brazilian highways lack stopping points and that existing ones often do not provide sufficient security, or they flood easily. From these statements, the question that arises is: is the infrastructure available along federal highways fit to meet legal requirements?
To answer this question, a methodology was developed to measure the need for these rest areas along road segments, considering the installed capacity of parking spaces in front of the expected demand for short and long term stops. In addition, the minimum functionalities and services that these areas have to offer have been defined in order to meet the needs of drivers and freight carriers. The validation of the methodology was done through the application of a pilot in BR-101 / SC. To facilitate its use, the methodology was software-systematized to allow exchanging data with other applications in the market, such as GIS and spreadsheets.
