Studies and Surveys to Support the Improvement of the Regulatory Framework for Rail Passenger Transport

A diagnosis was made of the Brazilian situation, with surveys of legislation at the federal, state and municipal levels. In order to obtain the subsidies, practices were legally adopted in several countries, from Germany, Canada, the United States of America, India, Japan and Russia, the European Union as a whole and the metropolitan areas of Berlin, Delhi, Moscow , New York, Tokyo and Toronto. Incorporated to this sample were the national metropolitan regions of Recife, Rio de Janeiro and São Paulo.

The analyses involved the legal-legal, institutional, operational, technological, management and control, economic-financial, environmental and security dimensions. The result was nine products, eight with contents capable of meeting immediate and medium- and long-term regulatory needs and one involving the ANTT team training:

 

1 Review of the legislation applicable to rail passenger transport services.

2 Conceptualization and systemic organization of rail passenger transport services in Brazil.

3 Authorization requirements for providing the rail passenger transport services.

4 Demand indicators and supply attributes of rail passenger transport services.

5 Model for calculating the amount of the Civil Liability Insurance.

6 Methodology for defining the value of the tariff for rail passenger transport.

7 Evaluation and adequacy of current legislation.

8 Supervision in the provision of the rail passenger transport service.

9 Training and capacity building.
